  新华社北京8月27日电(记者安蓓)国家发展改革委27日称,将在交通出行领域开展严重失信行为专项治理工作。

第一阶段治理的对象范围为具有严重失信行为的道路、水路客运企业、城市出租企业(含巡游和网约出租)和铁路、民航旅客。

  根据国家发展改革委办公厅、交通运输部办公厅、公安部办公厅联合下发的通知,专项治理的第二阶段将针对具有严重失信行为的道路客运驾驶人、出租汽车驾驶人,适时组织开展专项治理工作。

  近些年,我国交通基础设施条件取得长足发展,旅客运输能力显著提升,但是交通出行领域的诚信水平、市场秩序与人民群众的需要还有一定差距。

客运车辆超员、超速,出租汽车拒载、甩客、无证经营,扰乱铁路、民航、水路运输秩序等各类失信行为仍不同程度地存在。   根据通知,全国信用信息共享平台汇总整理提出交通出行领域失信治理对象名单,经有关部门认定后,按照属地结合经营地原则将名单交换至各省(区、市)牵头部门。

各地牵头部门收到名单后要及时组织启动治理工作,由工作机制成员单位联合向名单中的失信治理对象下发整改通知,要求失信治理对象在收到名单后15个工作日内作出书面守信承诺,并按行政处罚要求在一定期限内完成整改。 对逾期未完成整改的失信主体,国家发展改革委会同有关部门将其列入交通出行领域“黑名单”,纳入全国信用信息共享平台,并通过“信用中国”“信用交通”等网站向社会公示。
